HOW THE WORK DIVIDES

Two firms, two ends of the same program.

Federal modernization usually splits architecture and delivery across separate awards. The architecture contractor hands off a design, the delivery contractor inherits it, and the gap between them absorbs schedule and budget. ICES-AP puts both under one contract, with one party accountable for the result.
